Internal Affairs Complaint Process and Possible Outcomes

As a citizen, you are encouraged to contact the Piscataway Township Police Department if you have a complaint about the actions of a police officer, if you believe their conduct was inappropriate, or they have violated the law. The Piscataway Township Police Department is committed to providing law enforcement services that are fair, effective, and impartial. Complaints of alleged officer misconduct or wrongdoing will be accepted from any citizen, at any time, regardless of the hour or day of the week. Following a thorough and impartial examination of the available factual information, the officer shall be either exonerated or held responsible for the alleged misconduct. Discipline shall be administered according to the degree of the misconduct.

  • Citizens are encouraged to respond to police headquarters to file their complaint. If the citizen cannot make the complaint in person, a representative from the police department will be assigned to visit the individual at his/her home, place of business, etc. in order to complete the report, if feasible. This may not be the case in very minor offense complaints.
  • Citizens may make anonymous complaints, but this is discouraged. When this occurs, it is difficult for the investigator to obtain further information. This may result in your complaint not being thoroughly investigated.
  • Your complaint will be sent to either a superior officer or internal affairs investigator who will conduct a thorough and objective investigation.
  • You may be asked to assist in the investigation by giving a detailed statement.
  • You will be advised in writing of the investigation’s outcome.
  • If the investigation reveals that a crime may have been committed, the Office of the Middlesex County Prosecutor will be notified. You may be asked to testify in court.
  • If the investigation results in an employee being charged with a violation of department rules, you may be asked to testify in a departmental hearing.
  • If the investigation shows that the complaint is unfounded or that the employee acted properly, the matter will be closed.
  • All disciplinary hearings are closed to the public, unless the defendant officer requests an open hearing.
  • If a citizen is uncomfortable reporting the complaint to the Piscataway Township Police Department, the complaint can be reported to the Middlesex County Prosecutor’s Office at (732) 745-3300 during normal business hours.

Investigations Can Have the Following Outcomes


The investigation indicates that the act or acts complained of did not occur or did not involve Piscataway Township Police Officer.


Acts did occur but were justified, lawful and proper within the policies and procedures established by the Piscataway Township Police Department.

Not Sustained:

Investigation fails to discover sufficient evidence to prove or disprove clearly the allegations made in the complaint.


Investigation disclosed evidence sufficient to prove clearly the allegations made in the complaint.

The primary objective of internal investigations is to protect the integrity and reputation of the police department, to protect the public and to protect the accused employee from unjust accusations. 


Anyone who makes a fictitious report to a law enforcement agency of an offense or incident, knowing that it did not occur, is a Disorderly Person and can be charged under 2C:28-4(b)1 of the New Jersey Criminal Justice Code.
